National Demographic Action Plan

The purpose of the National Demographic Action Plan is to develop the strategy, define objectives, formulate policies, and implement appropriate measures, in order to mitigate the consequences of adverse demographic developments on fiscal sustainability, long-term competitiveness, prosperity and social cohesion. The National Demographic Action Plan with a ten-year horizon, until 2035, is not limited simply to trying to recover births, but looks forward to the overall management of the effects of the change that has occurred in the age structure of the population.

The National Demographic Action Plan is the product of a consultation, in which representatives of all Ministries, Local Government officials (Union of Regions of Greece and Central Union of Greek Municipalities), professional bodies, Non-Governmental Organizations, parties, companies, representatives of social groups and citizens participated. With the assistance of the Ministry of Digital Governance, a platform was created in which the measures with a demographic impact implemented by each Ministry were recorded. This is how the mapping of the existing demographic policy measures came about. 

Organized information events and working meetings with different bodies of society for the exchange of opinions and proposals.

A  group of the Ministry of Social Cohesion and Family Affairs with the help of the Unit of Employment Experts of Social Security – Welfare and Social Affairs executives, processed all the information, assessed, evaluated and costed alternative proposed measures, which were discussed in bilateral inter-ministerial meetings with the aim of prioritizing them. Thus, a single strategic plan emerged, with an implementation horizon of the decade 2025-2035 and the purpose of managing the demographic effects.
